    IMPACTOS DO USO DE NOVAS TECNOLOGIAS NA TRAMITAÇÃO DOS PROCESSOS: Uma Análise Na Primeira Instância Da Justiça Estadual Do Piauí

    O objetivo geral do presente trabalho centrou-se em identificar o impacto dos sistemas tecnológicos na tramitação de processos na esfera do judiciário estadual piauiense, mostrando a inserção de novas tecnologias trazidas pela pandemia e a continuidade de sua utilização. Analisaram-se três unidades judiciárias do Judiciário estadual piauiense e o desempenho das demandas processuais no intervalo temporal de 2019 a 2022, que engloba o contexto no qual foram adotadas medidas excepcionais de funcionamento do judiciário. As unidades judiciárias foram eleitas segundo o critério de entrâncias, qual seja inicial, intermediária e final. A pesquisa tem caráter retrospectivo e observacional, abordagem quantitativa e descritiva, utilizando-se de pesquisas bibliográficas dos últimos 4 anos (2019- 2022), tendo como foco a análise dos estudos elaborados pelo CNJ, Relatórios Justiça em Números e, Tribunal de Justiça do Estado do Piauí e demais fontes que tratam do tema. A análise dos estudos do CNJ e TJPI permitiu a construção e comparação dos resultados por meio do uso de gráficos quantitativos, mostrando o caminho processual percorrido, desde os índices referentes à prolação do despacho inicial, baixas e julgamentos processuais. Assim, o confronto dos dados coletados permitiu inferir que o uso de tecnologias promove um significativo avanço e melhoria na qualidade de trabalho, mas não é fator suficiente para acabar em definitivo, com o acúmulo processual. Foi possível identificar que quanto menor a taxa de congestionamento processual, maior a efetividade da prestação dos serviços, o que impulsiona a celeridade processual e está diretamente relacionada à garantia do acesso à justiça. Abstractc The general objective of the present work focused on identifying the impact of technological systems on the conduct of processes in the sphere of the Piauí state judiciary, showing the insertion of new technologies brought about by the pandemic and the continuity of their use. Three judicial units of the Piauí State Judiciary were analyzed and the performance of procedural demands in the time interval from 2019 to 2022, which encompasses the context in which exceptional measures for the functioning of the judiciary were adopted. The judiciary units were chosen according to the entry criteria, namely initial, intermediate and final. The research has a retrospective and observational character, a quantitative and descriptive approach, using bibliographical research from the last 4 years (2019-2022), focusing on the analysis of studies prepared by the CNJ, Justice Reports in Numbers and, Court of Justice of the State of Piauí and other sources dealing with the subject. The analysis of the CNJ and TJPI studies allowed the construction and comparison of the results through the use of quantitative graphs, showing the procedural path taken, from the indices referring to the delivery of the initial order, casualties and procedural judgments. Thus, the confrontation of the collected data allowed to infer that the use of technologies promotes a significant advance and improvement in the quality of work, but it is not a sufficient factor to definitively put an end to the procedural accumulation. It was possible to identify that the lower the procedural congestion rate, the greater the effectiveness of the provision of services, which drives procedural speed and is directly related to the guarantee of access to justice.
