    IMPLEMENTAÇÃO E ATUAÇÃO DO CBH CANINDÉ/PIAUÍ DIANTE DOS ASPECTOS AMBIENTAIS E SOCIOECONÔMICOS DO SEMIÁRIDO PIAUIENSE

    Este trabalho teve como objeto o Comitê de Bacia Hidrográfica dos Rios Canindé/Piauí, criado em 2009 e que abrange 98 municípios do semiárido piauiense. No que tange à problemática de pesquisa, como se deu a implementação e a atuação do CBH Canindé/Piauí, considerando a diversidade socioeconômica e ambiental dos municípios que o compõem? Assim, objetiva-se analisar a instalação do CBH Canindé/Piauí e sua operacionalização, enfatizando a pluralidade de perfis socioeconômicos e ambientais abrangidos po r essa unidade de gestão. Especificamente: caracterizar ambiental e socioeconomicamente os municípios do CBH Canindé/Piauí, visando traçar o perfil dessas localidades; descrever o processo de implementação do CBH Canindé/Piauí, de forma a averiguar a sua conformidade co m as diretrizes da PNRH; e examinar a atuação do CBH Canindé/Piauí nos municípios que o integram, entre os anos de 2009 e 2019, identificando as articulações do colegiado no gerenciamento de recursos hídricos e na resolução de conflitos pelo uso da água na região . Em termos metodológicos, no que se refere ao perfil ambiental da região de estudo, discutiu-se a hidrografia, precipitação, geologia, geomorfologia, hidrogeologia, temperatura e clima locais. Já em relação à caracterização socioeconômica da sub-bacia, foram analisados o censo demográfico (com o número de habitantes por zona urbana/rural e sexo) e estimativa populacional, PIB, IDH, Índice de Gini, quantidade de estabelecimentos agropecuários e área irrigada, serviços de abastecimento de água, saneamento bás ico e manejo de águas pluviais. Na análise dos dados secundários, utilizou-se o software livre QGIS 3.6 para as espacializações. Para averiguar a implementação do colegiado, realizou-se pesquisa documental, que consistiu em verificar a conformidade do Regimento Interno com a Lei Estadual 5.165/2000 e a Lei Federal 9.433/97, e analisaram-se também documentos da SEMAR/PI acerca das fases de formação do CBH, à luz de Cadernos de Capacitação da ANA. Na atuação do colegiado, a pesquisa documental utilizou-se de atas de reuniões entre 2009 e 2019, discutidas à luz da experiência de outros CBH’s no país. Os resultados evidenciaram que o comitê seguiu as diretrizes da PNRH na sua implementação e encontrou dificuldades quanto à sua atuação, como a evasão de representantes, a escassez hídrica e a alta demanda por ações na região. Esta exprime um cenário de vulnerabilidades ambientais e socioeconômicas que ocasionam a escassez hídrica e acentuam a desigualdade social nos municípios. Todavia, observa-se um grande potencial nos aquíferos que podem mitigar esses efeitos. Concluiu-se que esses aspectos intrínsecos ao semiárido piauiense prejudicam as ações do CBH e acentuam as responsabilidades no gerenciamento dos recursos hídricos locais, amplificadas pela extensão geográfica de cobertura, não obstante a sua implementação em conformidade com a legislação. ABSTRACT The objective of this work was the Hydrographic Basin Committee of the Caninde/Piaui Rivers, created in 2009 and covering 98 municipalities in the semi-arid region of Piaui. Regarding the research problem, how was the implementation and performance of CBH Caninde/Piaui, considering the socioeconomic and environmental diversity of the municipalities that comprise it? T he objective is to analyze the installation of CBH Caninde/Piaui and its operationalization, emphasizing the plurality of socioeconomic and environmental profiles covered by this management unit. Specifica lly to characterize the municipalities of CBH Caninde/Piaui environmentally and socioeconomically, aiming to profile these localities; describe the process of implementing CBH Caninde/Piaui, in order to ascertain its compliance with the PNRH guidelines; and examine the performance of CBH Caninde/Piaui in the municipalities that integrate it, between the years 200 9 and 2019, identifying the collegiates articulations in the management of water resources and in the resolution of conflicts over the use of water in the region. In methodological terms, with regard to the environmental profile of the study region, the hy drography, precipitation, geology, geomorphology, hydrogeology, temperature and climate were discussed. Regarding the socio-economic characterization of the sub-basin, the demographic census (with the number of inhabitants by urban / rural area and sex) and population estimate, GDP, HDI, Gini Index, number of agricultural establishments and irrigated area were analyzed, water supply, basic sanitation and rainwater management services. In the analysis of secondary data, the free software QGIS 3.6 was used for spatialization. In order to verify the implementation of the collegiate, documentary research was carried out, which consisted of verifying the compliance of the Internal Regulations with State Law 5.165/2000 and Federal Law 9.433/97, and documents from SEMAR / PI were also analyzed. of its training phases, in the light of ANA's Training. In the CBH's performance, the documentary research used minutes of meetings between 2009 and 2019, discussed in the light of the experience of other CBH's in the country. The results showed that the committee followed the guidelines of the PNRH in its implementation and encountered difficulties in its performance, such as the evasion of representatives, water scarcity and the high demand for actions in the region. This ex presses a scenario of environmental and socioeconomic vulnerabilities that cause water scarcity and social inequality in the municipalities. However, there is a great potential in aquifers that can mitigate these effects. It was concluded that these aspects intrinsic to the semi-arid region of Piaui affect CBH's actions and accentuate the responsibilities in the management of local water resources, amplified by the geographical coverage, despite their implementation in accordance with the legislation.
