RESUMO:A proposta central desta dissertação é analisar a rede brasileira de
accountability horizontal por meio da Rede de Controle da Gestão Pública do
Estado do Piauí. Dentre outros objetivos, essa arquitetura institucional,
composta por dezesseis instituições, tem por escopo diagnosticar e combater
a corrupção. Portanto, propõe-se verificar a atuação conjunta de agências
estatais, bem como quais são os principais limites encontrados na promoção
de ações anticorrupções. Com isso, espera-se contribuir para a maior
compreensão sobre rede de accountability horizontal no Brasil, tema
incipiente e pouco explorado, visto que, em geral, trata-se sobre o incremento
individual e organizacional interno dessas instituições. Para tanto, frente ao
caráter descritivo da pesquisa, optou-se por adotar um enfoque metodológico
qualitativo a partir do estudo de caso do Piauí, entre 2009 e 2017. Dessa
forma, este trabalho se beneficiará do levantamento e da análise documental,
como acordo de cooperação técnica, regimento interno, atas de reuniões,
entre outros, além da realização de entrevistas semiestruturadas com
representantes que compõem a rede no âmbito piauiense. Assim, a partir
dessa análise foi possível verificar que o conjunto institucional em questão
favorece sobremaneira o compartilhamento informacional e o congraçamento
de expertises, o que acarreta uma maior celeridade nas investigações no que
tange à corrupção. Contudo, ainda há muito o que se discutir e avançar, pois
esse ideal de rede ainda encontra-se em formação, possui desafios e
dificuldades a serem enfrentados, tais como a competição institucional e as
represálias do poder político. Mas, a perspectiva teórica esboçada por meio
da hipótese de que a interação entre as instituições impacta positivamente no
combate à corrupção foi confirmada a medida que Rede agiliza os processos
de accountability e, consequentemente, reforça os princípios democráticos
com a intenção de manter os governos accountables.
ABSTRACT:The central proposal of this dissertation is to analyze the brazilian web of
horizontal accountability, through the Control Network of the Public
Administration of the State of Piauí. Among other objectives, this institutional
architecture, made up of sixteen institutions is designed to diagnose and
combat corruption. Therefore, it is proposed to verify the group action of state
agencies, as well as the main limits found in the promotion of anticorruption
actions. With this, it is hoped to contribute to a bigger understanding of the
web horizontal accountability in Brazil, a theme which is very incipient and
little explored, since, in general, it is about the internal individual and
organizational increase of these institutions. For that reason, in view of the
descriptive character of the research, it was decided to adopt a qualitative
methodological approach base on the case study of Piauí, between 2009 and
2017. In this way, this work will mold upon the gathering of information and
analyzing documents according to the technical cooperation, intern regime,
meeting minutes and other insights. Furthermore, there will also be a series of
semi-structured interviews with representatives who compose the web of
accountability within Piauí. Thus, from this analysis it was verified that the
institutional set in question greatly favors information sharing and the
congruence of expertises, wich leads to a greater speed in investigations
regarding corruption. However, there is still a lot to discuss and advance,
because this web of accountability ideal is still forming itself, and there are still
many challenges and difficulties to be faced, such as institutional competition
and the reprisals of political power. But the theoretical perspective outlined by
the hypothesis that interaction between institutions has a positive impact on
the fight against corruption has been confirmed as the web of accountability
streamlines processes and consequently reinforces democratic principles with
the intention of keeping governments accountable.
