| dc.description.abstract | RESUMO: O objetivo deste trabalho é investigar o processo de institucionalização da Unasul e o impacto das assimetrias entre os países-membros, destacando a posição do Brasil. Institucionalização, neste caso, será compreendida segundo a definição de Huntington como “aquisição de valor e estabilidade” baseando-se nos seguintes critérios: Adaptabilidade, Complexidade, Autonomia e Coesão. A união de Estados com democracias recentes e diferentes processos históricos, níveis econômicos, culturais e políticos imprimem grandes dificuldades à pretendida aquisição, razão pela qual, a literatura destina grande importância à avaliação destes fatores, e no caso deste estudo, destacaremos a posição do Brasil, país de maior território, PIB e contingente militar da organização. A partir disso, questiona-se como tais aspectos influenciam na institucionalização do bloco, tendo em vista que apenas um país concentra quase metade do produto interno bruto total do bloco. Por tal motivo, pretende-se descrever este fenômeno a partir da perspectiva institucional, dando enfoque à dicotomia autonomia-integração regional. Para tanto, realizaremos uma pesquisa cronológica da integração regional na américa latina e américa do sul desde o ideal bolivariano da "Pátria Grande", passando por algumas das tentativas de integração que surgiram no século XX, até a formação da Unasul no início do século XXI, destacando, neste contexto, o impacto do declínio neoliberal e ascensão do neodesenvolvimentismo no pensamento econômico regional, analisando como redundaram na criação do organismo e como este responde aos desafios e perspectivas vivenciados, para posteriormente, discutir o conceito de institucionalização, aplicar os critérios "huntingtonianos" e questionar o papel do Brasil na pretendida integração. ABSTRACT: This work pretends to investigate the process of institutionalization of Unasur and the impact of the asymmetries between the member countries, highlighting the position of Brazil. Institutionalization, in this case, will be understood according to Huntington's definition as "value acquisition and stability" based on the following criteria: Adaptability, Complexity, Autonomy and Cohesion. The union of states with recent democracies and different historical processes, economic, cultural and political levels impose great difficulties to the desired acquisition, reason why, the literature attaches great importance to the evaluation of these factors, and in the case of this study, Brazil, the country with the largest territory, GDP and military contingent of the organization. From this, it is questioned as to how these aspects influence the institutionalization of the bloc, considering that only one country concentrates almost half of the bloc's total gross domestic product. For this reason, we intend to describe this phenomenon from the institutional perspective, focusing on the regional autonomy-integration dichotomy. To do so, we will carry out a chronological survey of regional integration in Latin America and South America from the Bolivarian ideal of the "Great Homeland", through some of the integration attempts that emerged in the twentieth century, until the formation of Unasur in the beginning of the 21st century , Highlighting in this context the impact of the neoliberal decline and the rise of neodevelopment in regional economic thinking, analyzing how they resulted in the creation of the organism and how it responds to the challenges and perspectives experienced, to later discuss the concept of institutionalization, Huntingtonians "and question the role of Brazil in the intended integration. | pt_BR |
